This is the Red Nurse, Lisa Garland from Silent Hill. This particular costume is from the first game, not the movie or Shattered Memories(where she had red hair).

- She actually is seen smoking in game; in Shattered Memories she smokes (however she only does it outdoors). Thank You Yume-Chan!
