This is Mr. Mint, from the classic version of the awesome board game, Candyland. I adore this guy, and the game, so it's no surprise that I'm cosplaying as him at Sakura-Con this year.
ALSO: I know that it's not exact. But honestly, Mr. Mint wouldn't look as good on a male base, since he's so skinny and lean.
