This is Bubbles from the cartoon, The Powerpuff Girls. She is the most innocent and artistic of the three girls, but that doesn't mean she isn't strong. She hates fighting with her sisters, but won't back out of a fight to save the City of Townsville.
I have seen many cosplays that use a pleated skirt or the wrong shade of blue. I wanted to make it right. Though she is a simple character, she still needs to look proper.

- Just needed a background. the one city item, and some form of blue trail/light/whatever for her flight trail thingy. nice though. bubbles was cute.
