This is Regal Bryant from Tales of Symphonia. He's know for passion towards his friends as well as his business named Lezerano Company, for which he is President of. After having killed Presea's sister, Alicia (of whom he fell in love with), he wears cuffs to symbolize his guilt towards the murder.
