It flies around during Halloween night, to create storms, destroying all lights and electricity, so it can easily catch souls with it's lantern.
No one has ever seen it's horrifying Goblin appearance, since it travels at high speeds, so it can catch and collect as many souls as it can before Halloween is over.
No one knows where it came from, who it's going after, or where it's going.
They just know that it's out there taking innocent souls.
