She was said to be ordered from the Goddesses themselves to patrol the skies of Hyrule.
While the 7 Sages were to protect the Sacred Realm and the Tricorce, Shiroi was to protect the actual Realm of The Gods. Her staff was said to have the power to open the Gates to the land where the Goddesses themselves were said to reside.
