Kipp Storm is the Officer in charge of the Infantry division of the Militaristic Group known simply as "Combine Elite". He originally had flesh arms but had his Right one replaced to a Bionic one. He later loses his left arm to a battle to the protagonist and becomes double Bionic's. - Date: 04/09/2009
