Noto is the main character of Advance! Kitakou Broadcasting Club.<br />
Noto is usually confused for a girl for having a feminine figure and a a feminine voice as well. Adding the fact he cross dresses doesn't help.<br />

He wasn't always being vengeful and striping people of their clothes though, he eventually snapped and made him that way. (Most likely from being taken advantage of by people. )

Black Noto dubs himself 'Noto- Sama' and crossdresses in the girl school uniform.<br />

To clear things up, when my post is black, it's black Noto.<br />
When it's grey, it's white Noto.<br />
