ChibiChibi is a disguised taken by Sailor Cosmos when she comes to our timeline to encourage Sailor Moon as she defeats Chaos. In the anime, she mostly says "ChibiChibi" and repeats what others say.
She has wings because in the manga, she guides Sailor Moon, the Starlights, and Princess Kakyuu to the Galaxy Cauldron.
